Utility Manager / Engineer – Capital Improvement Division
Schuykill County Municipal Authority (SCMA) is seeking talented individuals wishing to pursue a career in the Water and Wastewater Treatment Industry
This position is responsible for management of all capital improvement projects for the water, wastewater, distribution and collection systems.
Responsibilities include, but are not limited to:
- I. Capital Improvements ManagementA. Manages all facets of capital improvement projects, new construction, maintenance construction and improvements for both water and water systems.
B. Serves as liaison to Consulting Engineers and Regulators on all projects.
C. Responsible for Construction Management on all capital improvements projects including coordination with SCMA field Management Team.
II. Development and Expansion Management
A. Reviews all proposed development, expansion, and new connection plans for conformance with SCMA Rules and Regulations.
B. Communicates and serves as primary point of contact for all proposed developments.
C. Coordinates with Management team on integration with existing system.
D. Provides all documented communications with developers, consulting engineers, regulatory agencies, etc. on all proposed developments.
E. Assist in the evaluation of potential acquisitions of new water and wastewater systems to expand service areas.
III. Operations Management
A. On-call (via telephone at a minimum) 24/7/365 to assist Management Team with treatment operations and distribution/collection system emergencies and problems.
B. Assists with coordination of repairs with Operation Managers, staff and/or outside contractors.
C. Manages required capital improvements and repairs resulting from troubleshooting internal operational problems at all SCMA facilities and distribution/collection systems.
D. Provides evaluation, alternatives analysis and recommendations for Capital Improvement projects on existing systems.
E. Prepares monthly report to update Executive Staff and the Board of Directors on all projects.
F. Coordinates with engineers and contractors during construction of new projects to maintain operation of plants and pump stations.
IV. General Management
A. Coordinate with Environmental Technician on the continued development of a GIS System with our Consulting Engineer and works with Management team and staff on data collection and implementation.
B. Coordinate with Management Team and assist with daily management of staff.
V. Financial Management
A. Manage financial projections for revenue generated by new connections (Tapping Fees, Capital Improvement Fees)
VI. Customer Service and Public Outreach
A. Maintains effective communications and working relationships with employees, customers, consultants, regulatory agencies and the general public.
B. Handles inquiries and complaints from customers on projects.
C. Participates in public outreach and educational events, meetings, trainings, etc…such as Envirothon, Safe Drinking Water Week, and educational tours of facilities.
Environmental Technician / Construction Inspector – Capital Improvement Division
Schuylkill County Municipal Authority (SCMA) is seeking motivated applicants to fill the Full Time, Non-Union, Environmental Technician / Construction Inspector Field Representative position.
Under the direction of the Utility Manager, is responsible for the inspection of all capital improvement projects for the water, wastewater, distribution, and collection systems. Applicants should possess strong computer and communication skills. The successful candidate must demonstrate the ability to work in a team environment as well as independently.
Responsibilities include, but are not limited to:
- a. Inspection of all facets of capital improvement projects, new construction, maintenance construction and improvements for both water and wastewater systems.b. Under the direction of the Utility Manager, serves as liaison to Consulting Engineers and Regulators on all projects.
c. Under the direction of the Utility Manager, coordinate Construction Management
d. Under the direction of the Utility Manager and in coordination with other Managers, communicates and serves an additional point of contact for proposed developments.
e. Provides all documented communications with developers, consulting engineers, regulatory agencies, etc. on all proposed developments to the Utility Manager.
f. Inspect ongoing project areas to ensure compliance with safety and quality standards.
g. Update logs and complete forms to document project work, response to work requests, incidents and problems
h. Maintaining knowledge of Act 50 (PA 1-Call Law), including updates, and must be capable of completing PA 1-Call requests.
Utility Laborer / Pipelayer / Heavy Equipment Operator – Distribution and Collection Division
SCMA is seeking motivated applicants with experience in operation of the following equipment – backhoe, excavator, dump truck, sewer/water jetting equipment, tapping equipment and/or other industry related equipment. Qualified applicants must possess a High School Diploma or equivalent, valid PA Driver’s License and a minimum of five (5) years of experience in the utility pipeline construction and maintenance field or equivalent. Must be safety oriented, self-motivated and display a positive mindset. Class B CDL and traffic control experience are preferred. These positions require on-call duties. Successful candidates will be required to pass a pre-employment physical and drug screening.
